Can I help my neighbors dog?

We have a conjoined fence with all of the neighbors, I am only renting so I have only been here a year, but all of the dogs around us are super nice. We have 1 set of neighbors who are kind of shady neighbors though, they have a min pin they leave outside 24/7 no matter what and my dogs just adore him. I've been outside with my dogs for an hour now and for 50 minutes of it that min pin has been scrunched over trying to poo. he keeps turning his head back to lick where it should be coming out but nothing is..like I said he's been trying almost an hour though. Since they don't watch him or anything I doubt they even know he's having trouble. Is there something I can give him through the fence to help him?
