Dogs and cats are scaring my horses?

Okay so I've been at the same barn for the about twelve years that I've been riding and I love my barn. I currently ride at the barn and board my six horses and I've never had a problem until recently and it is worrying others and myself but we need some advice. Okay so the owner of the barn is rarely there and the others there are the riders, boarders, trainers, and stable hands. There is this one trainer named Jackie and she is new and came in March and she used to live in the mountains with farm animals but has never worked at a barn until now so she is new to it. Anyways, she has more than one dozen cats and four dogs. The dogs just run around barking and the cats are everywhere and once they were even in one of the stalls but luckily someone saw the cat before we went in with the horse. However, once I was riding my horse named Spirit Runner who gets spooked easily and I was riding her when a dog came running and she started neighing and I was nearly thrown from her back because she was so scared. There have been other incidents with other horses getting spooked and one was running around the barn for an hour and we couldn't get him because he saw a cat or a dog. This has become a huge problem and we don't know how to address Jackie or if we should tell the owner of the barn because we have to be on the lookout every minute to check for her dogs or cats and it has become a nuisance lately because it is a HORSE farm not a dog or cat farm. Any advice on what we should do would be great!
