I'm not really sure but I don't think it's legal to demand full payment before the work is done. That only works in cases for odd jobs like restoring a vintage car. I would gather all of your paperwork, and talk with the Sheriff's department to pick up your car. You should also file a complaint with the Better Business Bureau.
