How can a question be "reported by the Answers community" a minute after it's asked?

IMO YA puts your name on a list that needs to be monitored, if you ask a question then that question is in "standby" until a person approves of it, if it is not approved it never makes it to the board. It may show up on the sub-section where it was asked but not on the main board.
